I did a little research, and discovered that "heavyweight" = about 172 pounds.

For the record, that's approximately average (http://www.halls.md/on/women-weight-b.htm) for "black" American women. *mumblemutter*...

Yep, here (http://www.halls.md/on/women-height-b.htm). It looks like 5'4ish around the average.

Well, 5'4" and 172 pounds seems like a reasonably big build to me, Olympic athlete-wise. YMMV.

The public at large are not Olympic atheletes. I'm really missing your point here -- why would you expect athletic categories to reflect the public at large? The whole point is that these are exceptional people physically.

Actually, I guess I don't have a problem, as long as the "Heavyweight" division doesn't have a *maximum* weight. (I can't find that information -- can you?

If judo is like every other weight-class sport I know of, it doesn't have a maximum weight for its heavyweight division.
