They aren't going to find WMDs, so now they're looking for evidence of Saddam Hussein's weapons programme. Constrast this with the sweaty sincere one only yesterday, or was it the day before, saying, with that messianic glint in his eye, that WMDs will be found (you'll see, I was right, etc. Cut to my previous comments about TB's 'mission'. The man is barking mad.)

Or when we can speculate, because we know otherwise but don't want to admit it. Or when we can speculate because it makes a better story than the truth. Or when we can speculate, but you can't.
